On the first (non-tutorial) level, what to do with the hat?

The game should be telling you to put the hat on one of your pigs. If you don't have any pigs yet, build somewhere for them to live, and get a few !

If you've already done this, the hat is the first of many random items you'll get. You can wear it yourself or make a chest and keep it there.

In every Level you'll find a representative Hat to which you have to find a (sometimes) hidden Cat which demands it.
In the First Level, it's not the Conductor Cat, so keep looking for a second one. :D

P.S.: No Idea what the other one is talking about, but it has nothing to do with this Game xD

As I said. The Conductor Hat is for the 2nd Cat hidden in the Level.
Maybe you always tend to look to much DOWN, which is helpful for cleaning, but not for trying to find Cats.

I don't want to tell you the exact Location of the Cat, because it would ruin your precious Facepalm-Moment. :D

Every Level has a Hat you can collect and you can take it to a Cat to be found somewhere in the respective Level.
