FX stands for effects, and it usually pertains to modifier actions like Expand or Wave. Again, sometimes this doesn't really do much, but you should be able to tell the difference if you pay attention to size of attacks and damage numbers.
POW stands for power, and I believe this enhances the actual damage of the attack which you can see on the right of the action builder.
If you add a scroll and the 'mob' of another scroll become 0 that means you created a stronger attack recipe and the former scroll are no longer required by the recipe.
Fx is the strenght of an utility effect like step distance, element proc chance, samidare amount etc...
Pow increased damage. When you add more attack scrolls that necessary for the recipe it will instead increase Pow.
