Bug with the drowned?

Bug? In a game with the drowned woman, you drown all the time. I only found your “twin” once and after a break of about 1 minute, I drowned again. Likewise, there wasn't a tap that you could turn off. Is this a bug or have I done something wrong? I followed the instructions in the encyclopedia.
