This is it, I had an issue trying to use any "hold and release weapons" just like you until someone suggested to test the controller, when I noticed the RT trigger wasn't fully functional I disassembled the controller and realized that the magnet attached to the trigger which interacts with the hall sensor of the trigger was loose, I just placed it back and tested if I got a full response of the trigger, once it did the bola gun worked just right.
This game was coded with all sorts of key interactions in mind and because triggers can be partially pressed (Voltage increases the higher the magnetic field close to a hall sensor) it will provide that feedback to certain actions accordingly, that's why the bola gun and other similar weapons need to have an specific voltage feedback from the controller.
