I'm confused about the basic q pid (lore question)

i'm very confused. it says in here in entry called "the chiral netwrok 1" , that the basic q-pid was ready prior to the first expedition. but i think it says that these basic q-pid will be only operational after 3 years in here?

so my question because i'm not native english is: when did they connect central to capital via that basic q-pid? was it after 3 years from the time the first expedition went out? or rather at the same time the basic q-pid was ready for use before the first expedition? i'm confused (it's all written here. just i don't get it)

There was only 1 Q-Pid during the Bridges 1 expedition. The 3 year timeline is to make more Q-Pids to link the rest of the country. The capital was linked at the end of Bridges 1.
