Report a translation problem
I can't think of any actual troubleshooting to try beyond what you say you've already done, but if you send a bug report about it you might include the answer to that question to help the bughunters narrow down which flag is failing to set properly.

You can also try to redeploy the mission cargo, this will return all items to the locker where you got the mission from.
And they already tried redeploying, it didn't help.
So I went straight to Fragile at the Distribution Centre, then the crator, then South Knot City and everything was fine.
I did lose about 1-2h of playtime where I had completed 2 sections of road that I had to re-do, which is why I find it weird my most recent save was where it started me at the beginning of Order 38. Maybe it was just a restart of the game that untangled something?
But oh well, at least I can continue on...
Two other things though-
1) As a fossil from the early days of gaming myself, I got a good chuckle over your userID. Along with a head shake at the thought of how many newer gamers might not know the significance of it...
2) Why did it take 1-2 hours to complete two sections of road? Are you talking about doing entire stretches from one intersection to a destination rather than just two auto-pavers? Or were you constructing in off-network areas and hauling craptons of materials in multiple trips from other shelters? (asking seriously, I'm not trying to mock)
Heh yeah, Gotta love the ol' DOOM games, they were some of my first experience of PC gaming in the mid-90's!
There was a couple of other things I think I lost out on, I also had to re-do the Cosplayer missions to get them back on the Chiral Network. But yeah, whenever I go past the 2 MULE camp's that spawn a healthy amount of ceramics and metals I always clean them out to put towards paving the road network which I was doing myself until I found out about connecting online :/ Now, it only took me an hour to complete from Craftsman all the way to the Distribution Centre North of Mountain Knot City since the outposts were partially filled.
