Premium Deliveries/Ranked orders

I have 0 (zero) on everything and I don't understand what am I doing wrong.
I started playing on normal but in the late game I changed to Very hard, and now I'm playing post story on hard and still can't get a single Premium delivery/Ranked Order registered on the board,

Well you have to select the premium mission delivery option in order to actually carry out a premium mission. Then all mission parameters have to be met on turn in to receive Legendary.

I'm... so dumb sometimes...

This happens all the time! Like, I'm at the supermarket searching for something and the product is right in front of me, but for some reason, I just can't see it.

Anyway, thank you for helping me.

Yeah, Ranked Order was supposed to just be there, but at every facility it's greyed out :(
