There is no ground for any drama.
Yes the PC version lacks some features it should have, especially good AA options, but its still a console-focused game from a japanese developer that is perfectly playable.
And no; Directors Cuts are nothing new to the industry. And if its not that its some Edition or Package or Version or Collection or Remake or Remaster or....
Now if you thought it offers amazing stuff you think you're entitled to because you own the first version I see more reason to complain.
But even in that case this version is on sale for people like you who owns the first one. I own the first version in another platform and had to pay almost full price for my copy of Director's Cut here. Because I wanted to. But like, I repeat, you don't need to. So what's the big deal?
Besides, the release of the Director's Cut hit Steam about three years ago. If you're only now noticing and saying anything about it, is it really that important to you?

Check your "Steam\appcache\librarycache" folder for a subfolder "1190460"
If it's not there, or if it's empty, I could provide a copy of the files from my drive. It's just three JPG files to provide the Library tile, the header image on its page, and an icon for the side list & program shortcuts.
