If you want you can return the license for the previous version of this game:
Return to SUPPORT. Search for DEATH STRANDING. Choose "Can't find this game in my library", then Restore.
Thanks a lot! I did remove the original from my account. After that the DC Key from HB worked just fine (at least for me).
EDIT: Just tested. It works!
Also I doubt that achievements from original game can somehow transfer to the DC version. But I might be wrong because I can't neither confirm nor this. Maybe it is possible if you are able to use your save file from the original game and the DC version is supporting achievements synchronization - in this case this could work.

Won’t that permanently remove original from my account? Because that is what it says on Steam. I am having same problem with Death Stranding Directors Cut, and I am not sure about it, but would love to do that if it doesn’t mean that I lose one of them.
Yes, it's dumb. But at least it works.
I have done this with different games, mostly with Pillars of Eternity trying to fix the steamstore related bug.
It works like this: Remove the license that prevents you from activating the DC version package - Activate DC - Restore the previously removed package to my account.
It is a well known issue with different packages for the same game. This is how people discovered to activate the Control Ultimate Edition on Steam when they had the Standard version.

It simply works like advanced "Hide this game" feature in the library: you delist the license (package) for this game and lowering the overall game number on your account. Everything related to this "removed" game doesn't go anywhere: you still have you achievements, stats, and you also eligible to the trading cards booster if you gathered all the card drops previously. When you restore the game - everything gets back as if you never removed it.
Why didnt they just upgrade the original game for owners, all it is basically a bug fix upgrade isnt it?
There is enough content to justify the cost for me, several little additions for people who want to keep playing.
