You can try to go to the coast and get dragged once time to see what happens. But I don't think there will be difference i DS:DC.
i'd call it a yes. Load your old save game and yes, you can recross the tar belt

Are you unable to load a save?
Once you've finished that, you can't get dragged back into the ocean again I think. At least that was the way it was on PS4, I tried once IIRC. Maybe it's different on PC/later patched versions tho. Dunno.
Ahhhh yes Im playing the PC version. I can load all the way back to mission 17
Because I also have the PC version (originally played on PS4 but I have it and the DC on PC as well) and those auto-checkpoints get overwritten rapidly.
Playing the DC recently, I played the starter area for maybe 9-10 hours and the very first "find shelter from the rain" and the like checkpoint autosaves at start of game were already gone.
If one does not make very many manual saves however, those will stick around until you create more than ... uh ... 22 or 23 or whatever it is (manual saves are not endless capacity/"slots"). I am guessing that the post creator manually saved a lot and has just cycled through that given rotation too many times.
Edit: "autosaves" "quicksaves" and "manual saves" all have the same 0-22 save cycle-over limit.
