Luden's Fan contract

I keep on getting this email from Ludens Fan about deliverying something to Port Knot City that can't be teleported/Printed. Coulda sworn i did this mission (flag) and I still have the email but when I'm at Luden's Fan there is no "Sam's Missions" only "Standard orders".
Anyone know what this might be? (wondering if accomplishments didn't update to the steam cloud)

Am going to verify file integrity after this.

you will always have the emails from all the contracts even when you have done the missions
