How do you shoot better?
I've not played this game in a while, and the last time I had, I ended shortly after the tutorial ended.
I don't think I'll get back to DS until I've made a dent in my backlog of other games first though.

But, when I do go back, I do remember that I was Not good at shooting. Those first floating enemies you get in the tutorial, I recall that I couldn't hit them to save my life.
Any tips would be appreciated.

First you need to get closer to them, these guns do not do well at a distance. But it's sure better then melee when dealing with a pack of MULEs.

Also many players might be using the gun in the way you'd use a traditional gun that shoots bullets, again don't do that. When you shoot, always aim for the head, the game does have a slight auto-aim even with KB+M to help get the head shot just right, as long as you are not too far away. However when you land on target, keep holding down your fire button, don't try to shoot 2 or 3 times like regular guns.

You might not get that the idea of this as much when shooting those flat targets, but it will make more sense when you practice on actual MULEs; Aim for Head, pull trigger and hold it down to fully release all electrical energy to take down the target. When dealing with actual MULEs, it's very possible to take down the target fully if you do land a body shot, as long as the electricity keeps going (you'll know if it's not doing that; it will be obvious) and then while holding down the fire button, wait until the target gets knocked unconscious. If there are multiple MULEs trying to attack, while you are holding down fire on the one target waiting for him to go down, move around if needed while maintaining a lock on target w/ gun. To avoid getting hit by other MULEs as they might throw electric spears at you.

If by "floating enemies" you mean BTs, then try holding the grenade button down so Sam throws it in a straighter line and makes them easier to aim.

You won't be able to use any weapon that damages them aside from hematic grenades until you are past episode 3.

Oh if you mean BTs, always make the #1 (Urine) grenades; you can exploit this to make as many as you wish to carry by going to Personal Room; drink all the Energy Drinks, then go to Toilet (Standing). To get more go upstairs to terminal, then back to your room again as they will restock your drinks each time you do that.

Anyways if using these against BTs, need to be close enough but not alert them, for obvious reasons. Then select the Yellow Grenade, then Aim so you can see it will land right on them. If they are moving around, well then you'll have to try and time it just right.

In the room for Shooting Range, while it spawns you in-front of a Terminal, you can also before you do anything else, turn around, pickup the gun, then equip it and take your time practicing without timer or score system with the targets that are within that room. You can reset them if needed from the terminal. You will notice with the body targets that doing a head-shot makes the target go away faster, that's an indication to tell the player, doing that will subdue the mock or real live targets faster, which I would think is common sense.

If outside is raining and BB is making noice you are dealing with BTs. Best thing to do, is to avoing those regions. But you have to cross there, just crouch and hold your breath. Don't fight with them until you get blood rounds or Hematic Grenades. When you get Hematic Grenades, pack a couple with you when you are sure that you will cross their territory. It helps a lot.

In some areas with BTs I get lucky sometimes. Moving around not getting too close to BTs while constantly scanning (BTs show up on map as white dots) and grabbing up every crystal I can find. Anyways sometimes the rain just stops and the BTs gp away. It's more/less by chance, what your progression might be and such, what area you are in, etc.
