You are lonely in the game and the music should come on at a point when not much is happening and allow you to step back for a second and appreciate what is happening either around you or in the story.
He didn't want an in game music player as this would affect the way the game is perceived and played. It is all about pushing the experience he wanted you to have from his story being told the way he wanted you to hear and see it.
After all this is his story and he wanted it told this way...
And nothing is stopping you from playing any music you want with your favourite media player.
My solution for listening to music and gaming
I use wireless headphones for my gaming and they allow for a simultaneous Bluetooth connect as well... makes it easy to use mobile phone to play music during game play and as a bonus not miss any calls while you are rocking out and blasting baddies :D plus I have ALL the music I need already on my phone.
This way I can separately adjust volume for music and change tracks with out alt tabbing from the game.
I do believe it is possible to play any game sound tracks you own via the Steam overlay's sound track player. (used to be able to play any mp3's but that was stopped back at the start of 2023).

But this is not ideal especially if you have more than a handful of songs as it could get awkward and time consuming.
TO OP - The game isn't just a game, it's an experience. The "video game" aspect of it is a tool, used to tell the story. yes, there are points where you're doin your own thing, and music would be nice, but i'm pretty sure you could legit go through the game primary mission to primary mission, without having to worry about infrastructure. That part of the game is on you, and how you feel about playing the "game" part of it.
TLDR: chase whatever dragon you want, but you should know what dragon you're chasing, and if that dragon is the one you want.
