Question you have to ask yourself is: Do you think it's gonna hit a new low on this Summer Sale or not?
right now steam is cheapest. Of course there are other sites, but deal with them at your own risk.
That makes sense. Though is there a source for this policy?
Just went looking for a source myself, and as per the Steam Partner policy, found at https://partner.steamgames.com/doc/marketing/discounts, it states:
"Discounts cannot be run within 30 days of your prior discount, with the exception of Steam-wide seasonal events."
So it's not impossible that there could be a Summer Sale discount, since it's a Steam-wide seasonal event and all.
