i have steam input disabled,but i'm gonna try this soon
At first, they continuously kept insisting to buy a controller, but after digging around on forums and several Reddit posts, it seems the game just hates any and all types of controllers. Luckily they *finally* said they would forward the issue to their QA team to I guess hopefully eventually patch the issue. I have played the game both PS4, and the non DC version on PC with a controller, so relearning the game with M&K just seems obnoxious. It's the only game I've ever played on my PC that has this issue. I am wondering if it's an issue with the Dual Sense compatibility of the PS5 controller, that's making the PS4 controller not want to register RT for weapons. It's just odd because using vehicles, balancing, and anything else that requires to hold RT works fine, but the second I draw the Bola gun, or now the Anti-BT Handgun, it just doesn't function whatsoever.
I have since tried the unplugging and replugging the controller method some had suggested, which didn't work. I've disabled Steam Input, re-enabled, tried only having the Playstation one on, and even verified the files as an attempt to fix, but nothing worked for me. If I had an XBox controller I would give that a shot, but I don't, and don't want to spend $60 on a controller to play a single game.
Overall my interactions with the 505 Support was awful, and this bug is a massive pain for a game I truly do enjoy. Hopefully this can be fixed sooner than later.
thank you buddy,i can say i've tried several different controllers and the issue subsisted and also i'tried all the different solutions myself (steaminput enable\disable,unplugging etc)

Just a new update.
Since this issue I waited for a sale on an official Xbox one controller, got around to buying one with a USB C -> USB A cable, and this has resolved the issue.
I was going to wait it out for a patch (that will probably never come, to be frank) but I had opened Metal Gear Solid Ground Zeroes and was wondering how I was not hurting any of the enemies while sneaking around. Turns out, yet again, right trigger was not working properly. With that, this seems to be an issue with PS4 controller support within steam, and perhaps not a Death Stranding specific issue. I was recommended to try and download some third party support software for the PS4 controller itself, and run that while playing games, but I'd prefer the integration to just be within the steam app itself, especially since it claims to support it on the games themselves.
Anyways, I hate to be another one to say this, but it seems the only options as of now are using a third party app (which may or may not work), using mouse and keyboard, not using specific weapons that may rely on that trigger ( leaving out a good bit of them and adding a difficulty that shouldn't exist), or buying an xbox controller.
Funny side note, I had a USB C -> USB A cable that wasn't working with the controller, so I wasn't able to set it up, called Microsoft support and after they read the FAQ help page back to me suggesting to do steps I had already attempted, they just hung up. So if you get a controller that won't connect while wired (I don't have bluetooth in my MOBO) just try another cable.

For some reason these controls were blank in the official PS4 controller config, changing this made it work for me.

If config files are ♥♥♥♥♥♥ up on default settings. It sounds like this is bug caused by people who designed that controller and its software and not bug in Death Stranding itself.
