plug in your controller after your game has already started and there are no issues.
Yeah what above said. Wait until you have loaded your game save and then plug in your controller. It's in both OG and DC.
Sorry to hear about your broken controller. I lost an in game trike and cargo because of the bug while I was opening a postbox near the wind farm.
I got it on and off in the original, but I've been getting it way more in the DC.
I'd be curious to hear what control hardware others are using. I suspect the game is hardcoded for a PS4 controller, and the input delay is because it's got an extra layer of code that's "translating" KB or XBox controller inputs into virtual PS4 controller inputs REALLY inefficiently.
Input delay you are talking about is probably inertia and balance physics on Sam. I have always played this with an xbox 360 controller and I have experienced what I just call lag when moving. I put it down to inertia and centre of gravity.
Sam's head isn't affected because it's above the shoulders which are taking the weight of Sam's backpack. Therefore looking around isn't such an issue.
Having done some hitchhiking with a 70lbs back pack I speak from experience ;)
But yeah what you describe is just physics of the game.
No, that's not it.
I can be walking crouched with an empty pack on flat ground, and I'll still get locked into forward movement for ~30 seconds (seriously: think about how long that is) after I let off the W key, forced to just walk in circles or find a boulder for Sam to to hump until he tuckers himself out and I can resume playing. Inertia has nothing to do with it unless the physics system itself is glitching and applying momentum to conditions that shouldn't have it.
One time it didn't stop at all, and I had to quit and reload the game to regain control. This was right outside the craftsman's compound, so all flat ground full of momentum-breaking rocks. I'd just delivered a bunch of materials to the northwestern fork of the highway intersection, so my pack was empty save for a few tools/weapons. Dude just wouldn't stop truckin'.
Seriously: there's zero correlation to how encumbered Sam is, how fast he's going, whether he's going up or downhill, etc.. It's by all appearances random, and even if it wasn't, the duration would be WAY too long for anything other than an uncontrolled descent down the entire big snowy mountain.
Edit: Also if this were just the physics working as intended, it would be the same in both versions of the game, and I've been experiencing it WAY more in the director's cut than in the original.
I have it with both Sam and vehicles in the DC. In the original it only effected vehicle steering, not forward/back, and I was able to "fix" that by swapping the steering to the mouse buttons. Because for some reason the mouse doesn't cause this, only the keyboard (yet another reason why it's not a physics thing). In the DC vehicles are basically unusable for me currently because of it, since I don't have a way to bind forward/back to the mouse.
Are you using keyboard or controller? If the latter, what kind of controller? I'm trying to figure out if this is a PS4 controller vs other controllers/KB thing.
Yeah im having controller issues too and its really boiling my piss, im so sick of driving off bridges because all of a sudden i lose control and the car starts going in circles, its also very annoying when it happens when trying to sneak past BTs and the like. ive tried a bunch of stuff to no avail, there's more to try but considering its an old issue i guess sony just doesn't give a crap.
What kind of controller are you using?

As for directional problems? only D pad "gun out, gun away. gun out" stuff. Also trigger ♥♥♥♥♥♥♥♥ in combat. "Now to charge my bola gun-fires." "Now to hold the grenade for a bigger-*low toss*" real extra ♥♥♥♥♥♥♥♥ with the BT squirt gun.
Left stick drift has always been a sign a control pad is finally dying, period, for me. across many pads over the years. Which has not happened to me in death stranding before. Of all the controller issue I have had in the base game and now, STICK problems have not been one of them.
But plenty of other games it turned up with a worn out controller "Why am I slowly walking sideways when my stick is neutral in shadow of mordor-oh no."
Now if only we had a quicksave key instead of having to drill all the way down into an overdesigned menu to save. And the wrong menu, to boot (saving belongs in the Esc. menu, you dinks, not the map/journal menu).
