Ideally, you need to build zip lines head to that camp from the Evo-devo shelter, in order to collect chemicals from there, without dealing with BT.
Shame mule camp looting is always overrated, even if you should still do so because free loot is free loot. If you need to loot mule camps because you don't have enough for a project, it won't help much for the project.
Level 3 ziplines are a pain in the ass even if you start stockpiling all possible chemicals by skimming off the top at facilities from the moment you get chemicals.
And even if you had theoretically infinity materials, you can't physically fit all the materials needed to upgrade a zipline to level 3 onto your body in one go. Which is one of the taken for granted reasons hover carriers being allowed to work on ziplines is good.
Because even if you drive a truck stuffed to the brim with materials around, with enough insane amounts of material stockpiled in private storage for every zipline you want to cover. it is still a slow and boring slog.
For now, the best you can do is focus on your hardest to reach (or most likely to decide to pull a 90 degree torn and drop you off a cliff side instead of the hundreds of feet of safe flat ground when you get off). ziplines as your priority for level 3. Like if you have some put on the top of ruined buildings in the middle of a BT zone for the shortest possible route.
Granted, that also assumes you keep an eye on your major ziplines instead of pretending you are deep and thoughtful about your zipline placement, then always acting surprised you waited so long a level 3 got entirely broken without you noticing.
The monitoring system is built for management in DS and DS:DC after all.
Not paying attention to warnings is another matter...
And there are ziplines, but even without them the BTs wouldn't be a problem, just walking on the left side when heading to the camp is fine. BB will trigger, but there's no danger.
True... it's really a pain in the ass. What I don't get is why facilities can't hold a good amount of chemicals. The amount of metal, special alloys etc. is insane, but chemicals?
And for now I'm focusing on the ziplines which are already decayed, so I don't have to spend resources to repair them. I wasn't able to put ziplines in the middle of a BT area, I've built them when I only had the level 1 grenades and since there are the red BTs in the snowy area... I didn't want to throw the custom grenades, I have the feeling I will need them for the last fights (the grenade/rocket launcher doesn't seem to be always the best choice).

The last suggestion I can make is planning.
Upgrading any zip line to lvl 2 immediately after construction, to gain the 350m, and then immediately start to pump in resources for lvl 3 upgrade in delivery back trip.
When zip lines reach their limit in lvl 2, pump in the last chunk of chiral crystal to start the lvl 3 upgrade.
And then use special alloy XL packages to repair lvl 3...
It is possible to build a zip line network without getting inside BT area, it should be. What I did when I built my zip line network was climbing to vantage points on hills and place zip lines. Awfully hard job, I have to say, especially placing a zip line at the highest point on the mountain, and drive the ♥♥♥♥♥♥♥♥ transporter trike with so little battery, enough to give me idea to build a generator network at the same time to mark down all BT-safe routes...
By the way, red BTs can only be dealt with cord cutter and chiral weapons.
I've already built almost the whole zipline network I need, the only problem left is upgrading half of the ziplines to level 3. For repairing I use crystals most of the time. When I'm looking for chemicals, I get plenty of crystals from the floating BTs, so I can spend them on the ziplines.
But wait... "chiral weapons"? What exactly are chiral weapons? I played the original game, but I can't remember something like that.

Another question: Can someone confirm the Mules will be back at SOME point when they were killed? I took out the two camps I mentioned in the first post more than two weeks ago, I played almost every day since then. I can't tell exactly how much ingame time passed, but surely 40-50 hours. I was resting so many times (around 30 times?), I used the Fragile jump and did some stuff on the first map, I progressed in the story (built the thing near the tar belt and crossed it then I jumped back to the main map) - they're still gone. Even when there are orders to get something from their post box I can simply walk in and take it, no respawn.
Would be great if they will be back. They weren't dropping that many chemicals, but it would help. Sadly it's impossible to just put the camp near the Evo-Devo-Biologist to sleep, loot the chemicals, rest and come back to get more. They are awake again, but it seems if there wasn't enough time passing, they don't have new chemicals. If the other two camps would be back I would be able to switch between the camps and give them enough time to scavenge it for me.
