If it is not an outright bug and entrusted cargo actually exist for you, squint (or disable most of the map icons for a bit) around looking for ! exclamation points at destinations. I think that is the indicator for entrusted cargo being there.
You can also check the private storage from the map menu of anywhere.
Speaking of limits, unrelated. In the base game I discovered there is some invisible hard cap to the amount of hover carriers you could own when I could not make any more, until I started deleting all the spares I never threw out across the world. maybe because they technically qualify as vehicles?
I don't know if that is the same in DC , but I had spares or multiple spares everywhere just in case so it was probably 20+ or something at least.
I receive stuff that I dropped for a moment, or reloaded the save after I lost it once.
One flaw of this game, stuff get uploaded too soon.
