This issue exists since Original version and a fix that work for one person might not work for other people.

Like, some people on above thread said disabling Exploit Protection for this game fixed their issue. Another person said updating Visual C++ to latest version works for them. And, another person reported disabling DLSS stopped game crashing for them.
For my PC, I have to set Memory for Streaming to Default or lower.
Even though I have 32GB RAM and 8GB VRAM, any higher settings than Default would cause Access Violation.
After reinstalling windows it now works.

Program bugs are the most likely cause by a significant margin. Hardware issues usually result in the system failing to POST or the OS crashing before it completes booting to the desktop. One can run a memory stress test or something like Prime95 to do a sanity check of the hardware, and one can try installing the latest available VC runtime, but considering how many reports of this error are showing up, it is a lot more likely that a patch from the devs will be needed.
It can be access by going to Windows Settings > Windows Security > App & browser control > Exploit protection. Or you could type 'Exploit protection' in Windows start menu, and it should show up in search result.
In Exploit protection window, Select 'Program Settings' then click '+ Add program to customize' and 'choose exact file path'. Then, you navigate to Death Stranding Director's Cut install folder and choose 'ds.exe'. And then, you turn all protections off, and click 'Apply'. (screenshot[i.imgur.com])
