Source? They implemented different features but they said nothing about graphic improvements. Besides, requirements are still the same...
Also: how do you explain the facts that the framerate doesn't change when switching from high to ultra to low? It's clear that something doesn't work properly.
Video game auteur Hideo Kojima and his team are delighted with the reaction to DEATH STRANDING, but they want to get the game into as many hands as possible.
“The game has been highly praised by many people who have played DEATH STRANDING over the past two years, who have found it to be a unique experience,” said Yoshikazu Matsuhana, the game’s producer. “We are very pleased to see that the game has achieved exactly what Hideo Kojima and his team wanted to deliver to the world in terms of storytelling and gameplay.”
And that’s where DEATH STRANDING: Director’s Cut on PC comes in. The Director’s Cut leap to computer brings with it new tools and equipment for players to experience, a firing range, racetrack, extra missions, and more story.
The improvement to graphics, in particular, is bound to have a huge impact on the experience because it’s through those graphics that players will experience the game’s epic narrative theme, intuitive gameplay, and puzzle-solving elements, he said.

"improved graphics empowered by new tech", read: XeSS, DLSS and FSR. Nothing that justifies the awful performace. Also, I repeat, requirements are the same as the OG version. And graphic settings don't seem to influence the framerate. Ergo: they need to fix this mess.
NO I did NOT import my OG save file, I wanted to start a fresh game.
Max settings NO DLSS

Even rounding it will be 70 vs 50
If you are struggling with FPS drops try to disable GPU scheduling, restart and compare.
I remember that i have the GPU scheduling enabled and i disabled and problem solved.
