Also, go into Windows HDR setting and drop the slider right to minimum. Go back into the game and if it's really dark, that proves it's not proper HDR and just SDR in an HDR container.
I have a Samsung TV Q70R and my solution is to set Local Dimming on high and constast enhancer on high.
A little reminder:
To enjoy HDR you have to change your settings in nvidia control panel to YCbCr422, 10 bpc.
The HDR implementation seems to change between windowed and fullscreen mode for some reason, which causes colors to be somewhat washed out in fullscreen versus windowed mode. This is not an issue with say, Call of Duty: Modern Warfare 2. I can adjust luminosity just fine in-game though, and adjusting the HDR/SDR bar in Windows 10 confirms that the game is indeed rendering in HDR.
I'm running an Alienware AW3423DWF at 3440x1440 @ 157 Hz, 10bpc RGB if anyone is curious. YCbCr422 10bpc does not have an impact.
i believe HDMI 2.0 only supports up till 4k/60hz with only static HDR
HDMI 2.1 on the other hand can handle 4k/120hz with dynamic HDR (or 8k/60hz)
Only the RTX 30/RDNA2 series cards onward implemented HDMI 2.1. It's extremely unlikely that dynamic HDR has been implemented for DSDC.
I use HDMI 2.0 and its an HDR t.v. on an rtx3080.
