There's a lot of story, this is true. There's a single story battle per chapter, but you can fight 'mock battles' as much as you want. And battles can take quite a while, especially if you're playing on normal or hard difficulty.
I would say it's closer to 50/50 in terms actual time spent.
Also interesting is that they announced the game would get updated at some point (hasn't happened yet) to allow you to go back and replay story battles....

However, this is one of the few games that has me wanting to know what happens next. I find the balance between story and gameplay is okay so far. It is only in the first 4 hours you will feel like you are just watching awful anime, then it picks up. The writing is piss poor, but overall plot is actually exciting. Has a game of thrones political feel to it.
The combat is also ♥♥♥♥♥♥♥ superb, Id buy it for that alone tbh
I used a guide to get the true ending route on my first run, then started NG+ to see the opposite choices and recruit the remaining units, and it's really mind blowing how picking completely different choices leads to exact same outcomes.
The whole choice system here basically only exists to lock off the true ending path (a fair bit of content, 6 missions total), which is just a d*ck move.
People are exaggerating a bit, but that is still a lot of cut scene.
Early game is not that different except the battles themselves are very short, maybe 20 min max, so it feels like all you do is watch Game of Thrones but with inane anime dialog. The difficulty finally picks up around the bridge mission which is Chapter 6.
