There's a thread also where someone was complaining about not being able to get it to work based on elevation of the target (i.e. archers up on top of a bridge as an example).
Net: This is a pretty typical example of a badly done console port.
Just out of curiosity, why can you not use a controller?
You might want to check in at the steam forum for Tactics Ogre: Reborn and see what the hive mind is saying about the job Enix did on implementing K/BM on that one.
With the caveat of course that Enix has a reputation for not doing this well.

From what I've read and watched on Tactics it sounds like a solid update, not just a cash grab remake. Might see for yourself from these videos on it:

If story is your thing the game you might also want to check out that just released is Persona 5 Royal. You need to really be into the anime thing though to get into this one (I mostly just tolerate anime at best).

I'll get them both on sale down the road, meanwhile I'm headed back to my strategy roots with the imminent release of Victoria 3 that'll keep me busy for awhile.
But yeah I am just looking for something to scratch that JRPG itch right now, that won't break the bank.
It's not unplayable at all (I can't use a controller either), though it might try your patience at times.
