Your gear will be locked by certain 'tiers' that will require rarer components which won't drop until higher level missions though, so you can't just max out by infinite grinding at any given moment.
It uses a system of exponentially greater materials required per upgrade within a tier, so let's say you have 5 upgrades available at Tier 1 to choose from for one guy and the material cost is a paltry 2 iron for any of them; obtaining one of these will make any of the other four remaining cost maybe 6, and then 12 etc. etc. so it can quickly ramp up and get quite costly to focus on one character's single tier. Makes you think about what you want to get in lieu of the other options, and even spread them around to multiple characters instead of building up one guy.
Enemies/missions level with you, so it's not recommended to grind levels.
Even if someone is falling way behind the rest of your troops its often times more beneficial to just take them into the next mission and get them to score hits since the XP gain will be multiplied by how much lower they are, and they'll probably gain 1.5 levels for every action until they rapidly catch up.

It is better to review your strategy. Sometimes yes one level is what you need but not more
(Also there's NO level scaling, not sure why the poster above said that. Hell the optional missions even specifically tell you what level they are at and never change).
