Did the Dev just rip assets from Genshin Impact, That map is a 1:1 clone of Mondstadt apart from changing the Cathedral to a Castle and im pretty sure some of Those buildings/rocks/trees in the Chinese map are also stolen assets.

Assets are purchased assets from marketplace. Genshin may have purchased the same pack? I don't know i didn't work on that game.

This person made a free game and created YouTube videos to explain how he did it with using only blueprints. So who cares if there market place assets.

Yeah, most devs aren't going to model every single individual bit of level geometry, and will use purchasable assets in their levels. This happens a lot more than you'd imagine in the industry, and also applies to sound libraries and coding functions. Also, one of the points of this game is to show how accessible game development in the unreal engine is, so using marketplace assets is a conscious choice here.
