The easiest way is to force an emotional shutdown, either by increasing any trait to 6 or higher, or by running XPs four times. After the reset it should only take 1 or 2 XPs to reach any emotion.

I can't test these myself at the moment so I might be wrong, but:

Bored = default or all traits equal
Neutral = +1 Joy or Misery, +1 Passion or Doubt (from a Bored state, run Cat)
Happy = +2 Joy (run Bath)
Love = +2 Joy, +2 Passion (run Cat twice)
Shy = +2 Joy, +1 Doubt (run Food)
Anxious = 0 Joy/Misery, +1 Passion or Doubt (run Nature)
Sad = +1 Misery, <2 Passion and Doubt (run Death)
Angry = +1 Misery, +2 Passion (run Nature and Rain)
Scared = +1 Misery, +2 Doubt (run Hangover Poo)

The actual values of the traits aren't important, only the balances between Joy/Misery and Passion/Doubt. If you could raise all four traits to 5 somehow, it should still result in Bored.

There's two guides about getting a specific AI mood on Steam. Using the client there's a guide tab at the top of the comments here, and at the page for the game in the Steam Library.

Remember when using cards, you have to set the power level to match the number of symbols being used "at the same time."

For CAT CAT, it's only one power (repeated).

So, roughly:
1) Do the reset.
2) Insert the card with Cat.
3) Set power to 1.
4) Select the cat button, press Play.
5) The cat button will go out, select it again and press Play again.
6) AI should now be set to Love
7) Set power to 5 before leaving the AI.
