I need to check but I think you get the Lawmakers by selling cards, not cracking safes. Cards can randomly show up behind fuel system panels, in toilet pipes, even in the time clock once in a while.
So you can just hoard the cards you find in toilets or blue fuel in the temporal storage and sell them when you have enough.
I haven't cracked a single safe apart from the tutorial one in my playthrough.
I do however regular nick cards, never bother with safes post thief quest. Cards can be found mainly in toilet and fuel modules.
Maybe something I'm doing is locking me out of it . . .?
I started a new run, with cards from the time vault, and sold 3 cards over three days. Next day, Lawmakers knocked on the door. I did not crack any safes or find any cards.
The only thing I could vaguely guess is that you should maybe not sell on the first day or so, since it may not count? Or perhaps only sell one card per day? Or rather, sell cards on three different days? You can get them earlier than day 7 by the way, this one was day 5.
Alternatively, did you go down the Magpie storyline or a different one? Although I had Magpies and Lawmakers at the same time before.
I really don't know why it might not trigger for you, sorry.
Maybe you can only see them once you have done a few runs?
It's linked to selling cards only, you don't need to crack any safes if you have cards already; are you selling the cards in the first couple of days of a run? I triggered it by hoarding cards in temporal storage. I seem to remember it's 3 cards to trigger it.
All that's to it now is experimentation, I guess. Sell one a day, sell 3 on day two, etc . . .
