Project Ascension - Scroll wheel not working

I'm not sure if I'm doing something wrong or maybe not doing it long enough... but I can't get past the "Scroll wheel until above LED is constant", It doesn't matter which way I spin the wheel. Nothing happens.

I've tried resetting my day and giving it another shot, but it still isn't working. Also the mouse sensitivity ceases to exist on this wheel.
