I turn the dial counter clockwise til I get a click, then clockwise until another click. Now the dial won’t turn and the handle doesn’t do anything either. The lines on the top left are still green.

I am playing on a steam deck, so is this a bug or am I doing something wrong?

you start by going clockwise > anti clockwise > clockwise > anti clockwise

i think this is a controller bug, i got the same issue when playing on controller and had to switch to mouse and keyboard to be able to open the safe
