Yes ! You have many tutorial videos, in game. They describe how to perform the movements, the fights, etc. They were made for Korean War, but the principles are absolutely identical. Still in game yu have popups to explain some concepts of the game.
In addition, you have scenario sheets, accessible when you choose which scenario to play and which provide information. Finally, a (big) pdf manual is coming, with copious design notes !

The instruction manual is not available for release for one reason : the work to be done on it is very important, and over the improvements in the game, it has been delayed. Especially since it's not just a game manual : it's full of design notes that explain why a particular choice of rules. In doing so, for passionate players who have been waiting for such a monster game (at least with the advanced game in NATO) for years, a manual that will not just be a "quasi administrative obligation" will certainly be a plus. But it is time consuming. After at least a small scenario, I come back to the said manual.
Regarding the way to play, the game is more complex than all other SGS if we use the advanced version, but it is in its mechanics. The background remains the same as in the other SGS. And these mechanics are - I believe - quite understandable for those who have wargaming experience even those without wargaming background. A lot of information is also given in game, on the best way to use the units (in the advanced game, compose as many combined arms groups as possible for the ground units, 'packages' for the air units, etc.).
In short, the player is not "released into the wild" without indication.

The tutorial videos are ♥♥♥♥♥♥♥ terrible, for a completely new player buddy glosses over so many things, doesn't even explain the card system which is the first phase of the game.
Many units, what do they do? I have anti-radar air units? Do i send them into the battle? Do I place them near the battle? No idea.
