It got better!
With the new release, I've been able to bump up both car reflections and shadows without any FPS hit.

Is it just me?

RTX 3060

RTX 3060 12GB here, I was already running it on ultra on nearly everything, no probs. Just set nVidia control panel game settings to cap at 50FPS, and it ran very nice.
I just got an upgrade yesterday, from 32GB ram, to 64gb across 4 slots, and that definately makes a difference, i think maybe the memory bus bandwidth being greater helps this one. runs smooth as butter now.

Wait what ? cap at 50 fps ? I am playing at 120 fps and some times it goes down to 90-100 and its unplayble , how is possible to run a racing game smooth under 120 fps ?

yes. The performance Boost is real! its great ! some little stutters sometimes but nothing bad. (3080ti maxed out 4K 60 to 80 fps stable). Just the Shadows on Ultra cost a lot of fps but i don t know why...

Had a Czech run in the rain at dusk and noticed 'wigglies' that I've never seen before. It seemed to be reflective surfaces (start banner, white poles on side of road and far distance). Any guesses or experience with this after the latest update?

As a positive, wet asphalt really looks like wet asphalt now!

It's fine for me with 1440p / 75

They seem to have lowered the preset (ini) settings though, so much that it looks a little bit worse, but performance may have had a bump.
