Solved Massive Frame Drops
I had pretty much given up trying to find a fix for the huge frame rate dips that rendered the game unplayable, but by chance, when looking for a fix for a similar problem in DCS I came across a solution that I applied to this game too and to my surprise it worked.

After 25 hours of trying everything under the sun I can now play in VR (Quest 3) with Ultra settings apart from the usual suspects, at 90Hz with a resolution of 5408 x 2912 and a 1.3 ss setting in the Oculus app which gives a really nice sharp image. I force ASW on so that I can have the higher resolution. I have tested this for 2 days now and I have not had a single massive drop at all.

i9-13900k
32GB

Type services.msc in the Windows search bar and open it (it's worth adding it to your taskbar while you're at it), scroll down to the service called "power", right click and select properties. Under the General Tab select startup type and set it to disabled, Apply and Restart your PC.

I had tried other power settings like High perfomance in windows or in the nvidia control panel but nothing had worked before this one. Maybe EA can take note and try to get to the bottom of this issue now.

I have run my PC for two days like this and not had any ill effects, but do this at your own risk. You can always reverse your actions if it doesn't work for you.

Thank you for sharing this! I'll see if I can test today. Apparently, the fine DCS folks also suggested that this power issue is, in fact, related to USB enumeration (hotplug devices):

Sounds suspiciously similar to the Fanatec device issue that others have encountered -- so I wonder if fixing that would also resolve the issue I and others have.

My system has the same specs as you (64GB RAM), and you may have seen other comments I've dropped on the forums trying to track down intermittent frame drops. Fingers crossed on this one.

Update: This appears to have addressed my microstutters. It is difficult to prove this observation because I do not run frametime data. However, there are two distinct stutters in Kenya that appear to have gone away since disabling and restarting. I don't have the data to prove, so it could be placebo and I'm simply not noticing it at the moment. I'll update if I notice anything in the future.

This does seem to help things run more smoothly. But so far, my 13900k is also getting quite a bit hotter, running about 10-15C higher than normal, even while idle.

Yeah, just did the No Grip Monte Carlo Moment, and got massive drops with FPS in the teens :\.

It feels like it's just a matter of luck whether you find a fix for your own setup.

This still runs great for me now, I barely get any drops but this fix could be down to the combination of many other things I tried beforehand that have combined with this.

Hope the devs can sort it out for the masses of unlucky ones.

placebo is a very insidious thing. it's literally impossible to prove any one "fix" did anything positive without a direct before-and-after comparison using actual data provided with some kind of frametime analysis tool.

5600x rtx 2070 super and im spot on i run my own power plan in windows and in the game properties settings i type -high -novid and for me ultra settings dlss on balanced i get spot on capped 60fps. give it ago right click on the game in steam select properties and type -high -novid and for my power settings its ultra performance just a couple tweaks in there. only time i get stuttering is if i alt tab out the game and back in but if i dont it runs smooth i also turn motion blur off as well

Does it keep your CPU running at max frequency all the time?

ASUS came out with a firmware fix for the 13900k, and that was the 'real' fix for me.

Not sure exactly what it does guys but if I turn it off this game becomes unplayable for me. I have tried it many times, with and without, due to turning it on between playing this and forgetting to turn it back off.
If I hadn't done this fix there's no way I would have racked up so many hours.
