Just remove the 2 MotionBlur parameters and it won't be deactivated if you wish to keep it. ;)
It doesn't give a sense of speed to be honest. The sense of speed comes from a correct field of view setting that gives you the correct distance between your eyes, dashboard, and track elements. MB was originally a bandaid for low frame rates, and is still an option because of that.
That is without the r. just foilage.LodDistanceScale (you can check https://framedsc.com/GeneralGuides/ue4_commands.htm for the list of full command).
If people have low refresh rate display (60Hz), you don't specifically need a motion blur option enabled (because its already happening).
I suppose making backups would the the easiest way before hopefully it is officially fixed.
I tried it but it didn't change anything. :( Mexican sand is still too bright in cockpit view.

It is not, it is a feature from real world car as well. It only affect a few car from what I tested namely the Puma WRC and the C3 WRC2. Not sure there is a way to get rid of that.
