Which has Dirt Rally 2 support as its done via the UDP telemetry it *may* work with WRC and is an active project.
Haven't tried it myself, its written in Python so it should be fairly painless to modify if the UDP datagrams are a different format from DR2.
There are a few other RPM light progs which usually use the UDP telemetry, such as AC Shifter LEDS (written in NodeJS). So something might suit your needs/workflow better.
If your on Windows there must be similar software, or perhaps modify the above projects to work.
