Kataranda the stormrider Quest bug

Can't get this side quest to show up! I’m going for the Bringdown the sky trophy and it’s the last dragon that I need but I never got the quest and I already handled the Dragon King and finished every companion and faction quest. Is there any way I can get the quest?

I've reloaded past saves and replayed the quests for Taash before this one im missing and it just skips over it. Goes from the scorch dragon and then to her mom going missing. HELP!

you need to read the letter in Taash's room, then go to the hall of valor and read the notice on the notice board, this will be the beginning of the quest

i know, but for some reason the note in the storage room doesnt exist
