"The Dread Wolf Rises" Darkspawn won't load

See title. SPOILERS BELOW.


I'm on the final main story quest "The Dread Wolf Rises," on the section 'Defeat Elgar'nan' where you need to defeat some darkspawn on a rooftop. Off to the side, said wolf is fighting the archdemon. I can only get 2 javelin-throwing darkspawn and 2 blight boils to load, nothing else. If those 4 are defeated, nothing happens. Reloading from previous saves and trying to jump off of cliffs hasn't done anything to help the spawning either.

Are there any ways to force enemies to load? Or am I just screwed?
