Arainai's Talon Stopped Working

The permanent necrotic weapons just stopped working for me today, even loading an old save it doesn't work. I've changed out all my gear, redone skill trees, everything, it just stopped working. I'm like 50 hrs into the game or so, I'd rather not have to respec, has anyone else dealt with this, is there a fix or am I just stuck till another patch comes in?

So, it turns out that if you trigger the necrotic weapons another way the permanent buff comes back, but I did nothing to make it go away in the first place.
