Opening the Warden's Vault Quest BUG

I have completed 2/3 parts to this quest.

when trying to use TAASH's ability to gain access to the ladder. 2/3 of the barrels explode leaving only 1. I've tried a fresh restart, re-spawning, verifying game files, I've even tried loading to a save before but nothing seems to fix it.

having same issue even started a new game and its still bugged, explosion doesnt blast the wall away to allow ladder to fall. This also blocks "warden Grey's Final Repose" quest as the last note is also on upper lvl.

On another new game and same issue,explosion doesn't break wall and drop ladder. This is the only quest blocking bug I have found in this game, hope it gets fixed at some point
