Endgame Enemies Not Spawning + Saves Unloadable

In the Dread Wolf Rises quest, I am supposed to kill darkspawn on a rooftop. Only a few of them spawn, and then they stop. I cannot load any of my saves since starting the endgame, which means I have to go all the way back to the last Lighthouse save, 2 hours ago.

Really annoyed. Was enjoying the end of the game and now its ruined. Again. Because I'm getting very tired of spending hours trying to get one mob to load.
