I think what happened is that Keighley realized he would lose all of his remaining credibility if he would let them vote/nominate Veilguard more than once. So he and his team probably made a preselection the access media can vote for.
If you would let IGN, VICE, Polygon, VG247, LA Times , PRIDE, Rolling Stone and Variety vote for whatever they want, every single category would be:
1. Dustborn
2. Concord
3. Veilguard
4. Suicide Squad
5. Star Wars Outlaws
We all know that they are 100 % about activism and pleasing the publishers which provide most of the Ad revenue and 0 % about rating the actual gameplay.
EA should've bought the journalism DLC.
If they would have been allowed to express their actual opinion, Black Myth: Wukong wouldnt have been nominated in any of those categories. It was clearly a pre-selected list, made by Keighleys team.

It's almost like the reviewers gave it an inflated score because it promoted or aligned with their personal beliefs. But we all know game journalist would never sacrifice integrity for studio access or sexual favors.
