Not played Rogue so can't say for certain but if it's like Mage in Orb-style then yes it's probably a "parry/perfect defence" - I only put it in quotation marks because as a mage anyway it doesn't automatically attack back unless you get a skill that allows you to do so by default it just slows things down after you defend.
The ONLY way the Rogue can actually DEFEND is by PARRYing, there is no way to solely defend as a Rogue, such as you can do with Warrior Shield or Mage Bubble (staff).
The timing of the parry is related to the Difficulty you are playing, On nightmare the Yellow dome appears over your head (like in Batman Arkham), but it will only be a parry on the very close window when the dome is filled with many Yellow spikes growing out of it.
If you notice closely, it starts with just a few spikes and then they start to grow as the point of contact with the hit from enemy gets close to you. So, differently from Batman, it's not simply press buttom to parry (if that's a confusion at all).
The counter attack will also only work if you hit light attack or heavy right after it. It will give you a few frames of invencibility to counter as well, but dont get too many ideas because it's not completely a free hit.
