Mary Kirby, who wrote large sections of the Chant of Light and has written for all the previous games also worked on this one as well. No comments though (although I haven't searched for any).
Mark Darrah worked as a consultant and has praised the new game.

There are a quite a few names that have worked on multiple games, including this one.
The only one (I think?) that didn't work on them was the writer of Javik and Garrus from ME3. Which is an amazing track record and not exactly what I would call 'an outsider'.
I think the dude who decided that Inquisition should be about faith is personally writing a character too.
