The Tevinter Imperium is run by mages. Magic is not scorned, limited, sanctioned or policed like in the south. Everyone is used to magic being flung about there. Hell, the city is made of magic.
So yeah, Dorian literally lived in a magic kingdom. The only person having a breakdown about how Minrathous (correctly) looks is you.

If i remember corretly there was a mod for DA:I, wich reduced the Banter cooldown.

In my first PT of DAI I had the "banter-bug" so there was no banter at all for me. Or very very seldom. Me and my poor inquisitor felt so lonley. Fortunately it got fixed later on.

Magic is still gonverned and misuse of magic is still punished by the Magisterium... (although usually only if it goes against their own plans)

We do know that the events of Inquisition are going to be heavily referenced in this game, and we'll be able to input our choices from Inquisition. Hopefully that includes our Inquisitor's romance, but who knows. I'm just glad it will be something in-game and not something like Dragon Age Keep. It will be much better to input those choices without having to be online or linking any account BS.
I don't really know why Sera would be in Northern Thedas. We know that the game will focus on Tevinter, Antiva, and Rivain. Dorian on the other hand was said to have returned to Minrathous no matter if he was romanced or not. It would be odd if he wasn't included.
Yes, I do remember something about Dorian returning to Minrathous so it would make sense for him to show up in the game at some point.
