Great to Know... Thanx Mate!!!
It states... VERSUS health. As though the Damage is Competing Against Health... as in:
Damaged Based on Player's Current Health. The Healthier the Player, the More Damage.
Damaged Based on Enemy's Current Health. The More Injured the Enemy, the More Damage.
Normally, it would read; THIS ITEM INCREASES DAMAGE BY 50%.

Why? I didn't know something... it happens. So I asked. I received an answer. And now I know. What is there to discuss?
