Try validating the files, and make sure your system requirements are enough to run it.
I can barley run the game myself and am buying a whole new system just to play it.
To validate Steam game files, open your Steam library, right-click on the game you want to check, select "Properties", then navigate to the "Local Files" tab and click "Verify integrity of game files" - this will scan the game files and replace any corrupted or missing ones with fresh downloads from Steam's servers.
I don't think the GTX 780 is going to cut it, my GTX 1080 and I7 4790k struggled on low.
I couldn't enjoy the game at all, hence why I'm building a new PC. You can try a GPU upgrade, but in general both of our computers are similar and extremely out of date now.
Do you have any recommendations for the system/ PC?

I'd try making something close to the recommended specs on the store page.
If you are only interested in playing Veilguard, you could always just try a console.
Or you could look into Geforce Now or other streaming services for gaming.
I've been looking into trying them until my new pc is complete to play this.
