I did not choose a tank as hero, so indeed, most of the time I have to doge. So I will level up.
I really hate this fighting system, having no ttank.
I've found it quite easy to beat dragons by dodging away from their meele hits (like when you hit his legs I always dodge backwards, it's much easier to avoid getting hit then).
When he does the horizontal beam attack you can try to get close to him so that you can attack him while doing so. If you can't get close enough to avoid it then you want to dodgeroll into/through the beam at the right time.
When he flies into the air and does his aoe ground attack dodge back as fast as possible.
When he goes into the air and does his bite attack you have to delay your dodge roll a bit, this move is designed to roll catch you.
Some of his ranged attacks like his fireballs can be simply outrunned by running to the side.
Also keep in mind that using abilities gives you iframes so you can use these to avoid some attacks which you struggle against as well.
Not sure which class you're playing, can only give you advice with mage and rogue. But by the time you face him you should have access to pretty good gear, for example I used the ring that makes all my abilities to crit, an amulet which restores my ressources on crit and an armor which heals me whenever I get an advantage. I think I was around level 30 when I fought him on nightmare difficulty and even tho I was underleveled for the encounter the gear carried me very hard.
You can also not hit him at all at the start and focus on dodging his move patterns, kinda like people approach souls bosses.
It's weak to a specific element, use that and when it goes dark just dodge as best you can till it stops.
It's really no different than any other dragon, I frame through it's attacks or get good at dodging through the breath.
