No. Bioware isn't even its own company for a while now, it was purchased by EA, therefore "Bioware" its just another EA unit now, it just retained its branding for marketing purposes.
But I'm actually surprised that it wasn't shut down sooner considering how EA dealt with previous acquired companies, especially considering Andromeda & Anthem on top of now Veilguard's amazing “success”. I guess Veilguard was the last chance for Edmonton studio, as Mass Effect should be for Austin's.
As for the future of DA: it's probably dead for the forseeable future. But considering what the franchise turned into it's probably for the best
