Dragon Age Veilguard will not be using the Keep, however you will be able to select some things for the world state.
We know we'll have choices for
- What the Inquisitor (Player Character from Inquisition) looked like
- Who, if anyone, did the Inquisitor Romance
- If the Inquisitor vowed to Stop Solas at any cost or tried to talk him down / redeem him. For context, Solas was a companion from Inquisition who turned out to be an Elven God bent on bringing Elven Gods back by tearing down the veil between the world and the fade.
We do know characters like Varric are returning, as well as Morrigan. However, despite Morrigan being in Dragon Age since the first game (Origins), she will not have any reactivity to choices made during them (i.e. whether or not she was romanced or had a kid w/ HoF), because according to the devs, that would be a "minor" cameo not having any impact on the overall story here and they want to stray away from past choices only amounting to one-off lines and cameo appearances.
A sequel in which they only take the overall story and discount what the player has done in previous titles except for maybe two or three choices.
