In their previous games EA always used to put denuvo in the game. why not this time? what happened ? what changed?

My guess is that the reason is twofold. They both want their game to be unmarred by performance reduction from Denuvo, and want maximum optics from potential buyers. There's a sizable amount of people who straight stay away from games they think are interesting simply because they use Denuvo.

And as a bonus, if nobody buys the game they will use that as "evidence" Denuvo is needed.

I'd like to see them justify that line of thinking lmfao. "You see guys? Because people couldn't preload the game since we didn't use Denuvo, our sales tanked."

They're trying to emulate the immense success of Baldur's Gate 3, last year top seller on Steam and DRM-free product as well. By having a positive communication with their fans, they're setting a sense of loyalty which is meant to convince people to buy instead pirating. Remains to be seen if EA's persistent negative reputation won't make this a fool's errand but I applaud the experiment nonetheless and moved the game from the ignore list to the wishlist as a consequence, so It somehow works as planned for me at least.
