It's not tactical combat like DAO, or open world like DAI. World exploration is like Mass Effect 2 and 3, you get deployed to an area from a hub to do missions, and combat is action based like God of War.
Depends on your purity test for RPGs I guess.
The RPG genre is pretty broad depending on what prefix you wanna throw at the start of the RPG. I consider it an Action RPG now.
For example, ARPGs like Diablo 2 / Path of Exile are probably the most different from what many consider RPGs due to their lack of many traditional RPG elements. They have extremely linear storylines that lack any kind of choice or consequence, there's not any exploration or secrets to find, it's just go through the areas and grind for loot.
A good one? Doubt it.
Here, you got skill progression, equipment progression, hidden stuff to find, a lot of lore and action combat. It looks a lot like an RPG to me. If you want a C-RPG like old times, you have BG3 and old DA:Origins.
When I play a character, whether that will be a preset like Geralt in Witcher or Shepard in ME or, a custom made in a DnD-game it's important for me to get the feeling that this is my character, I decided who they are as a person.
Bioware have a history of being good at creating that feeling, it's their number one forte. Whether or not they still have that ability remains to be seen.

Yes it's an RPG. And everything points to it being an excellent one.
Gameplay didnt took any big changes if you played DA2 and Inquisition only if you compare it to Origins.
I just dont know about exploration. I dont mind if story zones are linear as long as they release optional zones with their story and fully ready for exploration. I know a lot of people didnt like Inquisitions open world but i enjoyed it a lot because every zone in the game with its own story and side content that it looks like it was game in a game. I know Veilguard is not like that but i also dont want liner game. You need to wait till tomorrow. We will see reviews of the game and what to expect.
* World and storytelling - judging from history should be B/A/A+
* Characters interactions - judging from history should be A/S
* Characters customization - B? (it's not a Pathfinder for sure, but has more than 99% of jRPG)
* Exploration and quests - judging from history should be B/A
* Items and inventory - B? (no idea, they exists but the scope is quite vague)
Optional aspects:
* Narrative story choices - unknown, but DA:O had about 5-6, DA:I about the same
In sum, it has quite a lot.
Not all RPGs are turn based like Baldurs Gates 3.
